The City of Tucson, the towns of Oro Valley, Marana, and Sahuarita, and unincorporated Pima County each run separate processes with different requirements and timelines. Why jurisdiction matters before design

Southern Arizona is not governed by a single building authority. A property with a Tucson mailing address may fall under the City of Tucson, or it may be unincorporated Pima County, and the two have different submittal requirements, review timelines, and inspection systems. Catalina Foothills and Tanque Verde are county. Dove Mountain permits through Marana. Rita Ranch is mostly city. Flowing Wells is genuinely mixed, parcel by parcel.

Getting this wrong is expensive. A submittal to the wrong department is weeks lost, and a design that ignores a jurisdiction's specific standards can require redrawing. We confirm authority from parcel records before design begins on every project.

Layered on top, most master planned communities require homeowner association architectural review in addition to the building permit. That review runs on its own meeting calendar rather than alongside permitting, and in communities with detailed guidelines it can add a month or more per revision cycle.

Catalina Foothills is unincorporated Pima County, so permits are issued by Pima County Development Services rather than the City of Tucson.

Sahuarita is an incorporated town south of Tucson with its own permitting authority.

Dove Mountain, Arizona

Dove Mountain lies within the Town of Marana, so building permits are issued by Marana rather than Pima County.

Vail, Arizona

Vail is unincorporated Pima County, so permits are issued by Pima County Development Services.

Rita Ranch, Arizona

Rita Ranch is a southeast Tucson community largely inside City of Tucson limits, so permits generally go through the City of Tucson.

Tanque Verde, Arizona

Tanque Verde is unincorporated Pima County on Tucson's east side, permitted through Pima County Development Services.

Flowing Wells, Arizona

Flowing Wells is an established north Tucson area that includes both City of Tucson and unincorporated Pima County parcels, so jurisdiction has to be confirmed property by property.

How do I know whether my property is city or county?

A mailing address does not reliably indicate jurisdiction. Catalina Foothills and Tanque Verde have Tucson addresses but are unincorporated Pima County. Flowing Wells contains both city and county parcels interleaved. We confirm from parcel records rather than assuming, because submitting to the wrong department costs weeks.

Do you charge for a consultation or estimate?

No. We visit the property, review zoning and site conditions, discuss your goals, and prepare a detailed written scope and estimate at no cost and with no obligation.

Is Valdez Custom Builders licensed and insured?

Yes. We hold Arizona ROC License 341570 and carry general liability and workers' compensation insurance. Certificates of insurance are available on request before any project begins.
